PARK CITY ZONING & RULES

Understand the rules behind the screening.

SmallPark.City translates parcel zoning, lot geometry, terrain, access and other site constraints into a practical first-pass housing opportunity screen.

HOW TO USE THIS PAGE

Zoning is the starting point — not the whole answer.

Park City applies different development standards by zoning district, and many properties also carry site-specific constraints. A parcel can look large enough on paper and still require additional review because of slope, wildfire-interface conditions, access, historic context, easements or buildable-area limitations.

WHAT SMALLPARK.CITY SCREENS

Six rule layers shape the result.

01

Zoning district

Identifies the base district and the general land-use framework that applies to the parcel.

02

Lot size & width

Checks parcel area, estimated geometry and whether a housing model can physically fit the available envelope.

03

Setbacks & placement

Uses screening assumptions to test front, side and rear placement before recommending a model direction.

04

Terrain & slope

Flags steep or uncertain terrain where geotechnical, grading, retaining-wall or design review may be needed.

05

Access, WUI & site constraints

Keeps street access, wildfire-interface conditions and other known constraints visible in the result.

06

Historic & design review

Flags historic context or design-review issues that may materially affect what can be built and how it must be reviewed.

PARK CITY CONTEXT

Historic neighborhoods and hillside sites need extra care.

Park City’s Land Management Code includes district-specific standards and additional review procedures. In the HR-1 Historic Residential district, for example, the code is designed to preserve historic neighborhood character and includes standards for compatible development and steep-slope review. SmallPark.City therefore treats a model fit as a screening direction, not a final entitlement.

What can usually be screened

  • Parcel and zoning match
  • Approximate lot area and width
  • Preliminary building-envelope fit
  • Model dimensions and orientation
  • Visible slope and access signals

What often still needs verification

  • Official zoning interpretation
  • Surveyed property boundaries and easements
  • Exact setbacks and building envelope
  • Historic-site or design-review requirements
  • Geotechnical, grading, WUI and utility requirements
HOW TO READ A RESULT

SmallPark.City uses conservative result states.

Screened directionA housing direction appears physically plausible based on the available parcel data.
Workable but tightA model may fit, but tolerances are limited and placement should be verified before design reliance.
Verification openA material zoning, terrain, access or agency question remains unresolved.
No current opportunityThe current screen does not support advancing a Small City housing direction without new or better information.
PARK CITY CONTACTS — WHO TO CALL

Take the screening question to the right department.

These are Park City Municipal contacts published by the City. Start with the department that matches the issue shown in your SmallPark.City result. City Hall is at 445 Marsac Avenue, Park City, Utah 84060. General city line: 435-615-5000.

Before you call: Have the property address and, if available, parcel number ready. Tell the department what SmallPark.City flagged — for example zoning, setback, slope, historic review, WUI, access or utilities — and ask what official verification or application would be required before relying on the screening result.
OFFICIAL SOURCES

Verify with Park City before relying on a screen.
